The inauguration ceremony of the 2-storey Balay Silangan Rehabilitation and Reformation Center in Barangay Pajo as well as the signing of Memorandum of Agreement (MOA) happened on Tuesday, December 12, 2023.

Key officials from the LGU and partner agencies led by Mayor Sun Shimura together with PDEA Region 7 Director Jigger Montallana and PDEA Provincial Officer Milva Mojado, Cebu Police Provincial Director PCOL. Percival Zorrilla, PNP OIC PCPT. Jan Christian Bautista, MLGOO Grace Caburnay, Vocation Instruction Supervisor Gilberto Pellazo, MAO OIC Henry Rondina, MSWDO Heidie Aplece, and DepEd representatives were present during the momentous activity, which marks the first time that a newly-constructed building was built primarily to cater drug surrenderees.

The program started with the MOA signing between agencies signifying their commitment of providing general interventions to drug surrenderees such as livelihood and skills training, counseling, health awareness, and values formation.

Vice Mayor Elver Ali Abucay and ABC President Mark Anthony Luche serve as witnesses to the MOA signing, which was succeeded by the signing of manifesto.

The program was then followed by the ribbon cutting and blessing ceremony administered by Fr. Jose Jumao-as.

Gracing the event were former Mayor Vicente Loot, Municipal Engineer Marina Arcenal, and RJS Prime Contructor Lee RJ Villapez.

The Balay Silangan Rehabilitation and Reformation Center will serve as temporary refuge for surrendered drug personalities with the objective of reforming them into self-sufficient, productive, and law-abiding members of society.
