The Sangguniang Bayan of Daanbantayan held a public hearing on Thursday, November 20, 2025, at the Poblacion Covered Court to deliberate on two proposed municipal ordinances aimed at ensuring public safety and improving road management. Both measures were authored by SB Member Jose Maria Gastardo.

The first proposed ordinance seeks to establish a task force responsible for regulating and monitoring poles and distribution lines within the municipality. The measure is titled: “An Ordinance Creating a Task Force to Regulate and Monitor Poles and Distribution Lines to Ensure Proper and Safe Maintenance of Electric Power Companies, Telecommunication, and Community Cable Utilities within the Municipality of Daanbantayan, Cebu.”


The second proposed ordinance focuses on promoting safe and orderly use of public roads by addressing obstructions and unauthorized structures. It is titled: “An Ordinance Regulating Road Usage and Prohibiting Any Illegal Structures and Obstructions on Public Roads and Other Similar Public Places within the Territorial Jurisdiction of the Municipality of Daanbantayan, Cebu.”

Mayor Gilbert Arrabis Jr. attended the hearing to share his inputs, recommending that the ordinance include provisions for permits allowing wakes that temporarily occupy portions of public roads.

An open forum followed, allowing stakeholders to present concerns, raise questions, and offer recommendations regarding the proposed ordinances.
The hearing was presided over by SB Member Simplicio Mantos, together with SB Member Gastardo, SB Member Jupiter Roy Rosell, SB Member Maria Bregidorietta Tancawan, department heads, and representatives from the Bureau of Fire Protection (BFP), the Philippine National Police (PNP), CEBECO, barangay officials, barangay electricians, and local internet service providers.
The meeting concluded with a collective call for strengthened cooperation between the local government, public utilities, and the community to ensure the effective implementation of the proposed ordinances.
